Chapter 12 THE FUTURE

It is natural that the task of recounting the facts in the foregoing chapters should cause one's thoughts to turn to the future. The Empire has passed through a period of great danger, during which its every interest was threatened, and it has come successfully out of the ordeal, but to those upon whom the responsibility lay of initiating and direc
